Q: does this include a full playset of the promo card? or just one copy?

Just one. Not sure how many a full playset would be there are not an even number every card in the base. Not sure i would want more of this card.

It will only fit both sets if you don't sleeve your cards.

I don't know which expansions you have but, yes, it should. We have the base game, colony wars, and one expansion and we have plenty of room. Please note: we do not store the health cards in the box. We have them tucked away elsewhere, because we do not use them. We only store the cards we use in the box. We love this box. The next size box is much larger (our son has it for his game) but it is cardboard. We prefer this one for its compactness and because of the more durable material that it is made of.
