Hello, the size of the sealing plate hole at the bottom of this Steel Enclosure is 6.6*1.9 inches, and it cannot pass through a 3-inch conduit.

Q: Can I use to this install a tankless water heater?

It is a very nice box but a tankless water heater should come in it’s own box

Q: are these available without the gland plate?

The bottom of this Electrical Box itself has a sealing plate, and if you don't need it, you can DIY it according to your own needs.
