Q: How do you turn on the flashlight? I can't find a button for that

You hold the power button down about 3-4 seconds and the flashlight comes on. Repeat, and it goes off.

Q: Are the charging lights supposed to be on constantly when charging the iPhone? Is there a way to turn them off at night so it is not so bright?

Hold the side button for about 3-6 seconds. And the remaining lights should shut off by themselves after about 10-20 seconds. They will stay on during charging until no longer charging. This is to tell you where you stand during the charging cycle.
