Is the bottom part of this pad plastic in nature? How do you ensure it will not leak through?

Yes it a plastic type material. I have purchased this item 3times as I used them on my babies change table and toss them in his diaper bag when we go somewhere in case I need to do a quick change somewhere! So far no leaks, they also wash really well.
