does the nutsedge grow back after killing it?

Typically not. But the herbicide takes a few weeks to work, and seems to do best when you leave the nutsedge alone until it dies all the way back. There may still be some root runners inderground that send up new plants that will require a future application. Still, the best solution I have found. Best to apply on a a hot sunny day. Doesn't work as well in the full shade.

what is the shelf life after the packet is opened?

It last you can reuse it just need to seal it up. Dont leave it like exposed and open.

Is it temperature sensitive like other herbicides? Apply below a certain temp?

No, you can apply it anytime the grass is dry.
